The Carnegie Endowment for International Peace held a discussion on the international laws governing nuclear weapons, war and deterrence. Newell Highsmith, a former attorney at the State Department tasked with the legal issues of nonproliferation, spoke about a new study titled “On the Legality of Nuclear Deterrence.” One of the topics that came up included whether low-yield nuclear weapons are a more ethical form of deterrence. close
