President Clinton addressed the graduating class on welfare reform, the federal budget, and community service, noting that decreasing the federal deficit and the size of government means more responsibility for everyone. He noted the success of Americorps and said he will ask Congress to increase funding for work-study programs for students. He challenged high schools to make community service part of their basic ethic. He asked the graduates to assume responsibility for themselves, their families, and their communities. In talking about the Olympic Games to be held in the U.S. this summer, he said, “...miracles happen to people when they make a deep and profound commitment to take personal responsibility for becoming the best that they can be....” CANNOT BE SOLD close
