President Clinton addressed the graduating class on welfare reform, the federal budget, and community service, noting that decreasing the federal deficit and the size of government means more responsibility for everyone. He noted the success of Americorps and said he will ask Congress to increase funding for work-study programs for students. He challenged high schools to make community service part of their basic ethic. He asked the graduates to assume responsibility for themselves, their families, and their communities.
