France's centrist candidate, Emmanuel Macron, defeated far-right opponent Marine Le Pen in a landslide historic victory for president. At 39, Mr. Macron will be France's youngest president to take office. He addressed supporters at a victory rally at the Louvre in Paris, where he said that Europe and the world were watching and expecting France to to defend freedom, justice, the oppressed and the spirit of enlightenment that was threatened in so many places. France's far-right candidate, Marine Le Pen, who campaigned on France leaving the European Union, conceded defeat to centrist opponent Emmanuel Macron in France's presidential election. In her brief remarks to supporters, she congratulated Mr. Macron's victory but said the country has chosen continuity. She also announced that her party, the National Front, will be relaunched in order to meet the expectations of the French people. Emmanuel Macron, set to be France's youngest president, won with 65% of the vote.

Secretary of State Rex Tillerson spoke to employees in an address at State Department headquarters in Washington, DC, his second such address since assuming his position as President Trump's top diplomat. Secretary Tillerson talked to employees about various areas of focus the Trump administration would take on foreign policy. The speech came amid reports Secretary Tillerson was looking to cut about 2,300 employees from the State Department workforce, about 9 percent of its total, but he didn't mention any cuts in his remarks. Secretary Tillerson said he would be meeting with Russian Foreign Minister Sergei Lavrov at an upcoming meeting in Alaska, and reiterated earlier threats that North Korea would be facing additional sanctions due to its growing nuclear ambitions.

The Fourth Circuit Court of Appeals in Richmond, Virginia ruled 10-3 against reinstating President Trump's revised legal ban on foreign nationals entering the U.S. from six mostly Muslim countries. The Court's decision upholds a lower court's ruling barring implementation of a key section of the executive order that suspends visas from the six countries. Chief Judge Roger Gregory in his opinion for the Court wrote,"We need not probe anyone's heart of hearts to discover the purpose of EO-2 (Executive Order 2), for President Trump and his aides have explained it on numerous occasions and in no uncertain terms." Judges Motz, King, Wynn, Diaz, Floyd and Harris joined Chief Judge Gregory's opinion in full. Judges Traxler, Keenan and Thacker joined in the judgement. Judges Niemeyer, Shedd and Agee dissented.

Ms. Yates spoke about two late January 2017 meetings she had with the White House general counsel about certain behavior of former National Security Adviser Michael Flynn, and her concerns that Gen. Flynn had become the subject of potential blackmail by Russia. She also explained her conclusion that President Trump's executive order on immigration and refugees was unlawful; she was fired as acting attorney general for refusing to enforce the order.
