The Senate Foreign Relations Committee held a hearing to consider the legal issues of existing and future congressional authorizations for the use of military force. Former George W. Bush and Obama administration officials discussed the policies and legal reasoning behind the application of the 2001 Authorization for the Use of Military Force, which Congress passed after the September 11 terror attacks, and explained their reasoning for what they say is the need for a new AUMF to more specifically guide current U.S. military actions against global threats and groups that did not exist 16 years ago.
Boeing Senior Vice President Patrick Shanahan testified before the Senate Armed Services Committee about his nomination to be deputy defense secretary. Committee Chair Sen. John McCain (R-AZ) threatened to not vote for Mr. Shanahan saying his written answers on how to deal with Russian intervention in Ukraine were "very disappointing" and "disturbing." Mr. Shanahan revised his previous statement saying he supports equipping Ukraine with lethal defensive aid. Other topics included improving the defense acquisition process and prioritizing defense innovations. In addition, the nominee assured the committee that he would divest all ties with the Boeing Company.

Transportation Secretary Elaine Chao spoke before a House Appropriations subcommittee on the president's 2018 budget request. She heard concerns from both Republicans and Democrats on some of its proposals including a plan to privatize the nation's air traffic control system, and reductions to capital investment and surface transportation projects. Secretary Chao was also questioned by Democratic members on the department's congressional oversight policy. Rep. Mario Diaz-Balart (R-FL) chairs the subcommittee.
Vice President Mike Pence promised the Trump administration, with the help of the Republican-led Congress, would tackle repeal of the 2010 Affordable Care Act and changes to tax policy this year. The vice president delivered the remarks at the National Association of Manufacturers conference in Washington, DC.
