He says the Senate's "arcane rules and customs are deliberately intended to require broad cooperation." He says that today the Senate is "more partisan, more tribal, than at any time that I can remember," for which both sides and he himself are responsible. He adds: "Sometimes I wanted to win more for the sake of winning than to achieve a contested policy." He calls for a return to bipartisanship. Turning to health care, he says the system "is a mess" but "We Republicans have looked for a way to end it and replace it with something else without paying a terrible political price. We haven't found it yet and I'm not sure we will." He says he voted for the motion to proceed to allow debate and amendments to the bill but he says he will not vote for the bill as it is. He ends the speech thanking well-wishers, saying he plans to manage the defense authoriza
