Supreme Court Oral Argument in Barr v. American Association of Political Consultants Inc.
1 hour, 13 minutesDue to the coronavirus pandemic, the Supreme Court heard oral argument via teleconference on a case challenging a government-debt exception to the robocall ban to cell phones. The 1991 Telephone Consumer Protection Act bans automated calls to cell phones. There are exceptions though and they include: emergency purposes, prior consent from the party, and calls to collect debt on behalf of the United States. The American Association of Political Consultants Inc. filed suit concerning the last exception pertaining to government calls, saying it violates free speech. The case made its way through the lower courts and now the justices will have the summer to issue a ruling.

Ratcliffe addressed morale within the intelligence community and stressed his intent to protect whistleblowers and the independence of the intelligence community's Inspector General. This was the first Congressional hearing held during the coronavirus pandemic, which required attendees to practice social distancing and wear face masks.

Dr. Francis Collins, the director of the National Institutes of Health (NIH), and Gary Disbrow, the acting director of the Biomedical Advanced Research and Development Authority (BARDA), testified on the work of their agencies to improve existing testing capabilities and develop new testing regimes with the goal of making millions of "easy-to-use" tests available by the end of the summer. "I must tell you, senators, that this is a stretch goal that goes well beyond what most experts think will be possible," said Dr. Collins, adding that he remained optimistic it could be done. The witnesses also talked about antibody testing, vaccine development, and partnerships with the private sector to quickly scale up production of promising treatments.
