The chief information officers from the Government Accountability Office (GAO), the Office of Personnel Management (OPM), the Office of Management and Budget (OMB) and the Education Department provided updates on the implementation of the Federal Information Technology Acquisition Reform Act (FITARA), which Congress enacted in 2014. Since its implementation, this is the first time all two dozen federal agencies received a passing grade on the FITARA scorecard. The witnesses discussed some of the challenges facing government modernization including maintaining a skilled workforce, antiquated operating systems, and a need for additional funding.
