McCrory v. Harris
1 hour, 6 minutesThe Supreme Court ruled 5-3 in Cooper v. Harris that the 2011 redrawing of North Carolina's 1st & 12th congressional districts are unconstitutional racial gerrymandering. This ruling affirms a lower court's ruling. Justice Elena Kagan authored the majority opinion. Justice Clarence Thomas wrote the concurring opinion. Justices Sotomayor, Breyer and Ginsburg rounded out the 5-3 ruling. Chief Justice Roberts, Justices Kennedy and Alito were in the dissent. New Justice Neil Gorsuch didn't participate in this ruling because he wasn't on the court when the case was heard. Cooper v. Harris was heard back on December 5, 2016 and examined how race can be taken into consideration when states draw district maps. The case concerned two congressional districts. Black voters in those districts sued arguing that the Republican-led legislature packed minorities into Districts 1 & 12 diminishing their vote in other parts of the state.
