The House Appropriations Subcommittee on State, Foreign Operations, and Related Programs debated and voted on 2021 spending levels for the State Department.
Federal Aviation Administration (FAA) Administrator Stephen Dickson testified before the Senate Commerce, Science and Transportation Committee about airplane safety standards and oversight. The committee is investigating the FAA's safety certification process after two deadly crashes involving the Boeing 737 Max aircraft in 2018 and 2019. Administrator Dickson confirmed his commitment to fixing the certification process, but Committee Chair Sen. Roger Wicker (R-MS) expressed disappointment saying, "the FAA has a number of serious problems to address." Sen. Wicker accused the FAA of stonewalling the committee's investigation and urged the FAA to conduct stronger oversight over the safety certification process. Mr. Dickson also discussed the FAA's position on wearing face masks to protect against the spread of COVID-19 on flights. He declined to require passengers to wear masks, but encouraged airlines to follow guidelines provided by the Centers for Disease Control (CDC).

Russian Ambassador to the U.S. Anatoly Antonov joined the Center for the National Interest virtually to discuss U.S.-Russia relations. Topics included China's role in the world, the U.S. withdrawal from the Open Skies Treaty, the future of nuclear arms treaties, and the coronavirus pandemic. When asked about the recent allegations that Russia paid bounties to militants in Afghanistan to kill U.S. troops, the ambassador denied the allegations, saying "these allegations, distributed by the media, are a downright lie."
The Hudson Institute hosted a virtual discussion on foreign policy with former Deputy Secretary of State Antony Blinken., who is currently a chief foreign policy adviser to former Vice President Joe Biden's presidential campaign. They discussed U.S. foreign policy, relations with Russia, climate change, President Trump, and how a Biden administration would approach world affairs and global challenges. When discussing President Trump and China, Mr. Blinken said "China, as a result of the last three and a half years, is in a stronger position, and we're in a weaker position," and that the "Trump administration has helped them advance their interests."
