The House Small Business Committee held a virtual hearing about the distribution of small business loans during the coronavirus pandemic. Small business owners and advocates spoke about the issues they faced while applying for loans provided through the CARES Act, including long wait times in the application process, and a lack of communication regarding their loan approval. The Small Business Administration (SBA) is processing both the Paycheck Protection Program (PPP) and the Economic Injury Disaster Loan (EIDL) program. Karen Kerrigan, Small Business and Entrepreneurship Council president and CEO, acknowledged problems with loan distribution, but also recognized the unprecedented amount of requests the SBA was tasked with processing in a short period of time.
The Supreme Court ruled 5-4 that a large portion of land in eastern Oklahoma remains Indian country and, therefore, is subject to federal rather than state criminal jurisdiction. Jimcy McGirt, the petitioner in this case, argued that Oklahoma did not have authority to convict him in 1997 of raping a four-year-old girl and other sex crimes because of the 1885 Indian Major Crimes Act. Under this law, certain crimes involving a Native American individual or victim or that occurred on Indian land fall under federal jurisdiction. The crimes were believed to have happened on Creek tribal land. Justice Neil Gorsuch wrote the court's majority opinion. He was joined by Justices Ruth Bader Ginsburg, Stephen Breyer, Sonia Sotomayor and Elena Kagan. Chief Justice John Roberts, Justices Clarence Thomas, Samuel Alito and Brett Kavanaugh dissented.
Jill Biden, wife of presumptive 2020 Democratic presidential nominee Joe Biden, was joined by Senator Elizabeth Warren (D-MA) in a virtual discussion on reopening schools amid the coronavirus pandemic. The discussion was hosted by the American Federation of Teachers union, which earlier in the year endorsed Mr. Biden's presidential candidacy, and moderated by Randi Weingarten, the group's president. During the discussion, four state teachers union leaders talked about their concerns in reopening schools while the pandemic continued in the U.S., and Ms. Weingarten asked Senator Warren and Ms. Biden questions submitted by union members from around the country.
New York Gov. Andrew Cuomo (D) held a briefing on the state's response to the coronavirus pandemic. Gov. Cuomo outlined the state's school reopening guidelines and criticized President Trump's approach to schools. He also criticized the federal government's overall response to the pandemic and other states as case numbers continue to increase across the country. He expressed concern over the possibility that a traveler could bring COVID-19 to New York and cause another outbreak.
The House Foreign Affairs Subcommittee on Europe, Eurasia, Energy, and Environment held a hearing on managing threats from Russia. Testifying before the subcommittee was former Defense Secretary Leon Panetta, who served during the Obama administration. The hearing addressed the importance of NATO, Russia's use of cyber and disinformation as a form of "hybrid warfare," President Vladimir Putin's desire to make Russia a dominant, global power, and the recent reports that Russia had offered the Taliban bounties for killing American soldiers in Afghanistan. Mr. Panetta said that we are experiencing a new chapter of the Cold War, and that through clear-eyed, strong and resolute leadership, the U.S. needs to make sure Russia is aware of the consequences for actions against the United States and its allies.
