They also recommended "real cultural and structural change," including the appointment of an independent third-party to monitor change at the FDIC. At the time of this hearing, FDIC Chair Martin Gruenberg already announced he would resign, and Christy Goldsmith Romero was reported as a possible replacement. FDIC board members Michael Hsu and Jonathan McKernan, who appointed the law firm that oversaw the investigation, also gave testimony.
