U.S. Court of Appeals for DC Circuit Hears Oral Argument on TikTok Ban Law
2 hours, 5 minutesThe U.S. Court of Appeals for the D.C. Circuit heard oral argument in TikTok Inc. v. Merrick Garland, a lawsuit brought on by Chinese company ByteDance over a law that forces it to either sell its ownership of TikTok in the U.S. or have TikTok be banned in the United States. Congress passed the Protecting Americans from Foreign Adversary Controlled Applications Act in April 2024, which was signed into law by President Biden that same month. Attorneys Andrew Pincus and Jeffrey Fisher, who respectively represented ByteDance and content creators, argued that the law was unconstitutional under the First Amendment. Justice Department appellate attorney Daniel Tenny, however, argued that TikTok presented national security concerns with regard to data collection and content manipulation.

Former Google AI & OpenAI Employees Testify on AI Regulation
2 hours, 18 minutesFormer Google AI and OpenAI employees testified before a Senate Judiciary subcommittee. They spoke of the dangers of failing to regulate artificial general intelligence (AGI) in time, which is AI that is equal to or surpasses human intelligence. One of the expert witnesses, Helen Toner, claimed AGI could be "extraordinarily disruptive" and "lead to literal human extinction." Further, former OpenAI employee William Saunders said it was plausible that an AGI system could be built within three years and that this technology could cause "radical changes to the economy and employment" and "catastrophic harm" in cyber attacks and with biological weapons. Finally, the witnesses said top AI companies such as OpenAI, Google, and Anthropic were investing heavily in AGI, but it was not too late for the federal government to enact regulations.

Sen. Tuberville Holds News Conference on Secret Service Funding

NASA Astronauts Hold News Conference Amid Boeing Test Flight
40 minutesNASA astronauts Butch Wilmore and Suni Williams held a news conference amid being stuck on the International Space Station during Boeing's first-ever crewed mission. They arrived at the station over three months ago, and their mission was supposed to last only a little over a week, but technical issues caused them to remain in space. This news conference happened a week after their Boeing Starliner capsule returned to Earth without the astronauts, following NASA's determination that the capsule posed too much risk for them to return in it. A SpaceX capsule will start to bring them back to Earth in February 2025.

Phillips said, "I think it is a responsibility of administrations--Democratic and Republican--to encourage people to participate" in the democratic process and elections. Before hearing business began, Chair Roger Williams (R-TX) congratulated Ranking Member Nydia Velazquez (D-NY) on her recent portrait unveiling amid Hispanic Heritage Month. Rep.
