The order, which would have impacted close to 50,000 career civil servants, was rescinded at the start of the Biden administration before it could take effect. The witnesses testified on the risks associated with the implementation of "Schedule F," such as the loss of institutional knowledge and expertise, increased instability in government, heightened national security concerns, and a rapid slowdown in government functions and services.
