Amtrak President and CEO William Flynn testified that passenger usage plummeted 97% in March of 2020, dropping to 4,000 passengers per day. According to Flynn, the significant drop in passenger usage continues and has caused the service to reduce daily service to three times a week service in some regions. Mr. Flynn explained the impact this has had on Amtrak's funding, and requested additional congressional funding to supplement shortages.
