The Act blocked Russian government officials and businessmen associated with the death of Russian lawyer Sergei Magnitsky from entering the U.S., froze assests in U.S. banks and banned the use of American banking systems.

The hearing focused on efforts the Defense Department was making to strengthen the requirements for law enforcement officials to designate appropriate officials to obtain and transport the excess equipment. That was the result of a Government Accountability Office report which criticized the Pentagon of not having strict enough procedures for bringing new participants into the program.
