New York Gov. Andrew Cuomo (D) held a briefing in Albany on the state's response to coronavirus pandemic. The governor outlined a phased reopening plan that largely mirrors guidance put out by the White House Coronavirus Task Force. He said testing would be critical to the reopening strategy, as the state monitors the infection rate through hospitalizations, antibody testing and diagnostic testing. Gov. Cuomo said that some construction and manufacturing businesses in less-impacted regions could begin to return to work by May 15, when the state's current mitigation orders were set to expire. After a 14-day decline in the hospitalization rate, a second phase could commence when more businesses, based on how essential they are and how much risk they pose, could begin to reopen. He also said the government and private sector would have to "reimagine" the way business is done rather than just reopen to how things used to be.
